FIRST CHANGE TO TEST
Use one intake record per request. Prepare a missing-information checklist
and a draft response for human review.

HUMAN REVIEW
An estimator checks scope, quantities, and drawing revisions. A person
approves every outgoing response and any price.

MEASURE THE CHANGE
Compare preparation time, incomplete handoffs, and rework before and after
a small trial. Record review time as part of the total.

BEFORE A BUILD
Confirm the process owner, source of truth, allowed data, access, and
acceptance checks. Then agree on a separate build scope.
